| Japan s Aso Chooses His Cabinet - 108 sec
CHAN:
Japan's new prime minister, Taro Aso, was sworn into office yesterday. His biggest political move to date is the selection of his cabinet members, which he made public today.
STORY:
Taro Aso, an advocate of spending and tax cuts confronts an economy teetering on the brink of recession. He's speaking at a press conference to announce his new cabinet.
[Taro Aso, Japan's Prime Minister]:
"I am strongly aware of the people's anxiety about the economy and their livelihoods, and their mistrust of politics."
Aso is likely to maintain ties with China on an even keel while strengthening relations with the United States.
[Taro Aso, Japan's Prime Minister]:
"The main diplomatic issues will be strengthening the Japan-US alliance, war against terror, and how to deal with North Korea."
Upper house lawmaker Hirofumi Nakasone, a former education minister was appointed foreign minister.
Aso appointed former trade minister and China critic Shoichi Nakagawa to hold two key portfolios - finance and financial services - while retaining Economics Minister Kaoru Yosano, a fiscal conservative who was runner-up in the race to be prime minister.
Aso says balancing the budget is now much more difficult as the World's economy struggles.

"I think many countries are suffering from a global financial crisis and the fact is that Japan is one of them, even though we might be only slightly wounded comparing to other countries."
Some analysts said the cabinet was designed to put the spotlight on Aso as a strong leader, though the inclusion of right-leaning lawmakers couldworry overseas observers.

| North Korea Restarts Disablement - 107 sec
ANCHOR:
Washington has taken North Korea off its terrorism blacklist. This comes after the communist regime agreed to resume taking apart its plutonium nuclear plant and to allow verification checks. But the U.S. move is not welcomed by its Japanese ally.
STORY:
South Korea sees the removal of the North from a U.S. terrorism blacklist as a way forward in the international campaign to persuade Pyongyang to give up its nuclear ambitions.
[Kim Sook, South Korean Nuclear Envoy]:
"This government welcomes these moves as an opportunity that would lead to the normalization of the six-party talks and North Korea's eventual abandonment of its nuclear programs."
Not everyone sees it that way. Japan's finance minister says the terrorism listing should have remained until the fate of Japanese nationals kidnapped by North Korea was resolved.
[Shoichi Nakagawa, Japanese Finance Minister]:
"I don't think the United States properly consulted the Japanese government, its close ally, before making this decision. Its extremely regrettable.
North Korea began taking apart its plutonium-producing nuclear plant but pulled out of an international disarmament-for-aid deal last month because of its continued presence on the blacklist.
As part of the deal for its removal Pyongyang would resume the disablement of its nuclear facilities and allow United Nations and U.S. inspectors previously ordered out to carry out verification checks.
The deal has yet to be formalized but critics such as John Bolton, the former U.S. ambassador to the United Nations, say the Bush administration has given away too much for too little for a rare diplomatic success.

NOUVELLE : La Corée du Sud voit la suppression de la Corée du Nord de la liste noire américaine des pays terroriste comme une avancé dans la compagne internationale pour persuader Pyongyuang dabandonner ses ambitions nucléaires.
[Kim Sook, Délégué du nucléaire sud coréen] :
« Ce gouvernement accueille ces changements comme une opportunité qui mènerait à la normalisation des consultations à six et de léventuel abandon des programmes nucléaires de la Corée du Nord. »
Tout le monde ne le voit pas de cette manière. Le ministre des finances japonais déclare que la liste devrait encore inclure la Corée du Nord jusquà ce que le sort des ressortissants japonais enlevés soit résolu.
[Shoichi Nakagawa, Ministre des finances japonais] :
« Je ne pense pas que les Etats-Unis aient consulté dune manière appropriée le gouvernement japonais, leur proche allié, avant de prendre des décisions. Cest extrêmement regrettable. »
La Corée du Nord avait commencé à démonter sa centrale de production de plutonium mais sest retirée le mois dernier du plan daide international lié au démantèlement car sa présence sur la liste noire na pas été rayé.
Le plan prévoit que Pyongyang désactive ses réacteurs nucléaires et permette aux inspecteurs des Nations Unies et des Etats-Unis deffectuer des contrôles.
Le plan doit encore être formalisé mais des critiques, comme celles de John Bolton, ancien ambassadeur des Etats-Unis aux Nations Unies, affirment que ladministration de Bush a trop donné par rapport à ce qui a été concédé par la Corée du Nord.
